FEMA -- BUSH'S "ACE-IN-THE-HOLE" -- IS A SECRET GOVERNMENT-WITHIN-GOVERNMENT THAT ALREADY POSSESSES THE UNCONSTITUTIONAL POWERS BEING CLONED BY THE PATRIOT ACTS. FEMA can suspend laws, relocate entire populations, arrest without warrants, detain without trials, seize anything anytime it wants, and can SUSPEND THE CONSTITUTION AND BILL OF RIGHTS. Not only is it hands down the most powerful entity in the United States but -- unlike the Congressionally controlled military, CIA, and Patriot Acts -- FEMA is the product of 14+ PRESIDENTIAL EXECUTIVE ORDERS spanning 30+ years. FEMA controls the State Defense Forces -- an informal neo-Nazi-like civilian army -- which can take the place of the National Guard, ANYTIME THE GUARD IS DEPLOYED OVERSEAS ON ACTIVE DUTY. President Bush can easily activate FEMA's enormous powers and declare martial law -- using for an excuse such real/imagined events as overseas tensions, economic depression, or public protests/demonstrations. Under existing emergency plans, Bush can activate FEMA, suspend the Constitution, appoint military commanders to run state/local governments, and create concentration camps for detaining -- without trial -- anyone who dares to protest. "It was James Madison's worst nightmare that a righteous faction would someday be strong enough to sweep away the Constitutional restraints designed by the framers to prevent the tyranny of centralized power, excessive privilege and arbitrary governmental authority over the individual." Up until now, America has been an example to the rest of this world due to its PEACEFUL GOVERNMENTAL TRANSITIONS -- regardless of world situations or internal strife. We are now on the eve of rule by non-elected people with non-Constitutional powers. For the first time in our history, governmental powers would not be transferred between administrations; instead, THE CONSTITUTUION, ITSELF, WOULD BE SUSPENDED -- AS WELL AS OUR "FREEDOM". The scenarios that can trigger FEMA into action exist in the United States today -- economic collapse, civil unrest, drug problems, possible terrorist attacks, and protests against America's foreign interventions. In the immediate future -- shortly after Bush wins re-election, or if his 2004 defeat seems imminent -- Ridge might elevate the TERRROR ALERT to "red", Bush might activate FEMA, martial law might be declared and our Constitution suspended. Then, it could be too late. Without our Constitution, Bush would be a "dictator" and... NO CONTINGENCIES EXIST IN FEMA PLANS FOR RESTORING CONSTITUTIONAL GOVERNANCE.
