(Article 51) Nothing...shall impair the inherent right of...SELF-DEFENCE if an armed attack occurs...Measures taken by Members in the exercise of...SELF-DEFENCE shall be immediately reported to the Security Council [who shall take] such action as it deems necessary...to maintain or restore INTERNATIONAL PEACE AND SECURITY.
Article 51 of the UN Charter does NOT justify any Member's DECLARATION OF WAR but affirms the right to SELF-DEFENCE, until the Security Council and THE INTERNATIONAL COURT OF JUSTICE can act in the best interests of INTERNATIONAL PEACE AND SECURITY.
(Article 92)-THE INTERNATIONAL COURT OF JUSTICE shall be the judicial organ of the UN.
The United Nations promotes INTERNATIONAL PEACE AND SECURITY -- NOT WAR -- and was originally created in a "global" effort to PREVENT THE START OF WORLD WAR 3. By citing U.N. Article 51 as the retroactive justification for his so-called "WAR ON TERRORISM", Bush43 has "bastardized" the goal of the United Nations, the peace-seeking intent of Article 51, and "usurped" Congressional powers in Article I, Section 8 of the Constitution: "THE CONGRESS SHALL HAVE POWER...TO DECLARE WAR."
(Article 93)-All Members...are ipso facto parties to the...International Court of Justice... and
(Article 95)-Nothing...shall prevent Members...from entrusting the solution...to other tribunals.
